In a bid to serve and engage with our membership and readership better, we have introduced on our website a platform titled CBR THINK PIECES. This platform is intended to encourage our researchers and affiliated scholars in Uganda, Africa and the diaspora to share their thoughts on areas of research interest, targeting a wider audience, including policy makers, the academe, and development practitioners. On this platform, researchers and scholars will share their research findings, insights, opinions and commentaries on topical issues dominating public discourse in the country in order to inspire more critical engagements. Think Pieces will be published every month, starting in March 2023. To encourage a wider outreach, these Think Pieces will also be widely disseminated across the various CBR social media platforms, such as Twitter and Facebook.

TITLE: PUTTING INTO PERSPECTIVE THE OPM ‘MABATI’ MISAPPROPRIATION AND KARAMOJA IMPROVED GOATS’ SAGA
Summary:
This think Piece aims to put in a broader perspective the current debates surrounding the controversial handling by the Office of the Prime Minister (OPM), and the Ministry of Karamoja Affairs (MKAs) of relief items intended for different categories of vulnerable persons in Karamoja. In calling for a paradigm shift in the discourse on development in Karamoja, it is proposed in the article, that the bureaucratic mechanisms for the delivery of the development in Karamoja need to be re-thought, while paying close attention to the unintended political effects served by recurrent failures.
TITLE: CELEBRATING THE 2023 WOMEN’S DAY: UNRAVELLING AND COUNTERING BACKLASH AGAINST GENDER JUSTICE IN UGANDA
Summary:
While it is right and fitting to celebrate this year’s Women Day, it is also important to understand the politics defining how the gains made by women are understood and appreciated, while being insidiously countered at the same time. There is need for a conversation about a backlash against gender justice that is unravelling in our eyes. More needs to be done to sustain gender justice agendas in the journey ahead. Voices in countering backlash must be intentional, strategic, enduring and needs support from all well-intentioned Ugandans – and this should be the agenda of this Women’s Day of 2023.

Summary:
This paper – “Repositioning Uganda’s CSOs in the Grand Bargain Process, Charter for Change, and Localization Agenda: Towards a Local Research Agenda,” examines the changing landscape of humanitarian and development financing and how it affects Ugandan civil society organizations (CSOs). Uganda has a vibrant CSO sector with approximately 4,000 operational organizations that play a crucial role in creating awareness, delivering services, advocating for policies, and contributing to the economy. However, the sector faces significant challenges, especially in terms of financing, which is largely foreign, conditional, and inflexible.
Global initiatives such as the Grand Bargain, Charter for Change, and Localization Agenda are aimed at promoting effective local responses to these financing challenges. This paper delves into the relevance of these initiatives for Ugandan CSOs, which often operate in complex, resource-constrained environments. When Ugandan civil society engage with these global frameworks, they can better position themselves to take advantage of opportunities, strengthen their capacities, and enhance their impact.
The Centre for Basic Research is leading this exploration, focusing on fundamental research and thought leadership. This paper suggests a research agenda to support the localization agenda, providing evidence-based insights to guide the sector’s strategic positioning. Through a series of sense-making seminars, CBR aims to kick-start and foster a deeper understanding of these global initiatives and how they could potentially transform the operational landscape for Uganda’s CSOs.
